Whenever Sai is doing something, people have to walk between the Safa and Marwa hills.

Halq/Taqsir (shaving the head and trimming the hair) is the last part or ritual of the umrah. After this, people can go back to their regular clothes. This can be done in two ways. In this case, men should shave and women should trim their hair.

Let's get back to the real question, which is what Saudi Arabians need to do Umrah.

People there just need some time off from work. If they are able to get time off, they will be able to do it. They don't need visas, flights, or places to stay, but transportation is an important part of any trip.

The Saudi government has made it clear that there will be a train service from Madinah to Mecca. Residents can get around by bus, taxi, Uber, and other services.
